Before the site gets more popular and potentially found by people who want to misuse its' services for less-than-desirable purposes, it is a good idea to try and write up a basic set of guidelines for site users to follow!
I don't remember seeing any age-specific stuff when doing my initial account creation, perhaps outside of default phpBB terms, but there should for sure be explicit rules and preventative measures for barring/stopping anyone under legal adult age from being able to access any explicit/adult/NSFW content. If there isn't, that can quickly become a problem and an exploit vector for unsavory individuals or groups. It's also legally and morally precarious to leave such openings as well, and should be frowned upon/prevented.

I did manage to find an archived page of the original DragonSpot Rules&Regs on the Wayback Machine, so that could be a good place to start!

There's lots of good advice on how to write a good set of rules/code of conduct, and I won't try to offer general or comprehensive advice: You all are smart and probably have good examples in mind.

What I will say because it's often missed (and I didn't find it in the DragonSpot Rules during a quick scan) is rules/codes of conduct should contain instructions on what to do/who to contact if you feel someone is violating them, particularly for harassment (in this case, probably PM'ing a moderator or site owner), and a quick but flexible description of what happens for people who violate the rules (e.g. 'Violating these rules may result in a warning or suspension. Repeated or serious violations may result in a site ban').

It can all be loose and informal but it should be present. Not only does it help you control a bad situation, but it communicates to users that the admins actually care about these things and have taken it seriously.

Absolutely. Having a proper workflow is helpful for all sides.
I do hope there can be a proper push for getting a more structured ruleset going here. As nice as loose terms are, too many discrepancies leaves too much room for improper conduct and risky practices, and that never sits well for me.
